Phlox sibirica or Phlox pulvinata (Alpine Phlox)

Phlox sibirica grows on alpine tundra. The tips of the leaves are sharp to the touch. Flowers are pale blue to white. Phlox andicola has a similar appearance but grows only on the plains.
